Very well preserved and interesting.

"Having seen the Decree of 4 December 1864; On the proposal of our Minister for Public Works; We have decreed and decree:

Article 1

The shape of the 20 cent postage stamps is established according to the model annexed to this Decree

Article 2

The 20 cent stamps of the new form will be issued from the 1st of next year 1867
